I have seen many many many of these similar tiny projects that try to become a better bitcoin by forking the code and making tweaks. I don't see much innovation in them and am very skeptical of the viability of such projects. However if developers want to develop on open source they are entirely free to do so. The project claims to not doing premines, ICOs, Presales, Founder rewards, so they are not solliciting anyone's money, except they do accept donations, which they should be free to do of course. Be aware that when you start mining this thing or trading the coin (if that is even possible anywhere, anytime; currently only trading at some near zero liquidity tiny shady exchange), that is also similar to donating your resources to this project.
I also get skeptical if I see a website that just lists only a summary of details similar to their bitcointalk post, and no whitepaper either at any point describing what the project's aim is.
Another thing that makes me skeptical is whenever a bunch of accounts (of which some appear to be directly related to the project itself) come out around the same time posting overly positive but with very generic reviews.
Technically I can't immediately identify it as a true scam in the most narrow sense of the word, but in my personal opinion the 100s or even 1000s of similar projects that all look the same and all pop up all the time like weeds, are mostly just vaporware that one should be very critical of before spending time on them.

The meaning of Yumekawa
Sugarchain’s first node software is called Yumekawa (夢川). It can be translated in some ways.
“Yume (夢)” means dream and “Kawa (川)” means river. So it’s Dream River in japanese.
The second letter “Kawa” stands for “Kawaii (可愛い)”. In this case the meaning is Dreamy Cute.
Also Yumekawa replaces the word Core (ie: Bitcoin Core). We think it sounds a bit centralized.

Before joining Sugarchain I was just a miner wandering around the crypto space, hopping into different coins, never really finding something I really wanted to devote my resources to. Then I found this Sugarchain, and what really struck me as "different" was the fact that the Dev is actually active, every day. Compared to countless coins where they are almost never active, this was such a nice change of pace, someone who knows what they are doing and are constantly active is such a nice thing to have, I knew I found something great. The idea of quoting Satoshi Nakamoto's "one-CPU-one-vote" really caught my attention, whether successful or not, the attempt to remain CPU-only is exciting. This coin got my attention because of its active community, promising development, and an active dev which nowadays seems hard come by.
